Arkay Manor Frozen Pump Room Pipe Puzzle

This puzzle is located in the frozen pump room in the labs beneath Arkay Manor. It's not a hard puzzle, just something to teach the players the basic concept of future puzzles in the laboratories, most of which involve water pressure and big rusty wheels.
